English Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a new poll of local authorities, English councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and open spaces to support their finances, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

This coalition said that a high proportion of councils attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (60%) of local leaders said they would prioritise service redesigns and using financial reserves to weather increasing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a social club in another town to generate £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Council Tax Rises and Wider Fiscal Strains

The survey of councils in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to increase local levies next April to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Projections

A survey of regional authorities this week also found local finances being stretched by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document outlining those reforms was recently delayed.

Deprivation and Funding Shortfalls

According to the latest deprivation measures (IMD) for UK local authorities, several key cities members were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest IMD measures,” noted the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of England. The figures underscores the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of disadvantage and demand,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the study found.
